During the 2026 CPN election, approval of Supreme Court Justices Jennifer Lamirand, Zane Anderson and Alan Holloway will be included on the ballot, as well as approval of Chief District Court Judge Gregory Quinlan and Associate District Judge 2 Stephen Barnes. Supreme Court Justice: Jennifer Lamirand

Jennifer Lamirand was appointed to the CPN Supreme Court in 2016. A member of the Curley family, Lamirand was born in Shawnee, Oklahoma, and attended school there before moving to Edmond, Oklahoma. She received a Bachelor of Arts in English from Oklahoma State University in 2004, and her Juris Doctor from Notre Dame University in 2008. Lamirand also obtained a Master of Laws degree with a specialization in International Business Law from the London School of Economics and Political Science in London in 2014. Lamirand is currently a Principal in Oklahoma City’s Bressler, Amery & Ross’s Financial Institutions and Insurance Litigation practice groups, and specializes in tribal law, federal Indian law, gaming, securities, contracts and insurance.

Supreme Court Justice: Zane Anderson

Zane Anderson is a new appointee to the CPN Supreme Court, to be confirmed by voters in 2026. A member of the Anderson, Harden and Trombley families, Anderson received a Bachelor of Science in Business Administration from Oklahoma State University in 2009 and obtained his Juris Doctor from Oklahoma City University School of Law in 2012. He has practiced in the Oklahoma City area for 14 years, specializing in business and information technology sourcing, corporate and securities, federal Indian law, gaming, private wealth and closely-held business.

Supreme Court Justice: Alan Holloway

Alan Holloway is a new appointee to the CPN Supreme Court, to be confirmed by voters in 2026. Holloway is a member of the Holloway and Milot families, and has been licensed for 30 years. He currently practices in Oklahoma City at McAfee & Taft, specializing in tax law and estate planning. Prior to entering law school at the University of Oklahoma, Holloway worked at a public accounting firm and for the U.S. Air Force. Holloway obtained a Bachelor of Science from East Central University in 1991 and a Juris Doctor from the University of Oklahoma in 1996. Holloway also holds a Master of Laws degree in taxation from the University of Alabama.

Chief District Court Judge: Gregory Quinlan

A new appointee as Chief District Judge to be confirmed by voters in 2026, Gregory Quinlan previously served as Tribal Attorney for Citizen Potawatomi Nation for 22 years. Prior, Quinlan practiced at Quinlan, Bloom and Doughty, PC from 1991 to 2004. He received a Bachelor of Science in Finance and Business Management from Bringham Young University Marriott School of Business and obtained his Juris Doctor in 1986 from the University of Nebraska-Lincoln.

Associate District Judge 2: Stephen Barnes

A new appointee as Associate District Judge to be confirmed by voters in 2026, Stephen Barnes obtained his Juris Doctor in 1991 from the University of Tulsa College of Law following a Bachelor of Science degree in Criminal Justice Administration from Missouri Southern State College in 1988. Barnes has over 30 years of experience practicing law, specializing in criminal law, family law, probate, real estate and personal injury. Currently, Barnes is the Presiding Judge for the Court of Appeals of the San Manuel Band of Mission Indians in Highland, California. Previously, he served as Chief District Court Judge for the Seminole Nation of Oklahoma for five years.
