The Citizen Potawatomi Nation has distributed nearly all federal funds provided to the Nation through the Coronavirus Aid Relief and Economic Security (CARES) Act. Due to the deadline established by U.S Treasury and the substantial need for assistance from Tribal members with funds running out, CPN closed the application window December 11th at 11:59 p.m. CST.

More than 65 percent of the $62 million of CARES Act money was dedicated to individual Tribal member assistance programs. Applications are reviewed in the order they are received. Due to the limited allocations from the United States Congress, funding for every application cannot be guaranteed. For that reason, we are establishing a WAITING LIST, so the Citizen Potawatomi Nation information is ready if Congress approves new funding. If you have already applied, we have staff working to review your application as quickly as possible. If funds are depleted before your application is processed, you will be first in line to receive payment if Congress provides us with additional funds.

If Congress provides the Tribe with more funding that can be used for Tribal member programs, we want to be ready to get payment to you as quickly as possible, which is why we are going to establish a waiting list. You may join the waitlist by filling out an application for each program that may benefit you. We will continue to process applications in the order they are received.

The pandemic has not gone away and neither have the needs of our people for support. The tremendous volume of applications for CARES Act funds is a testament to the impact of the economic crisis. Congress needs to stop playing political games and quickly provide additional resources to help families and businesses survive.

We will be unrelenting advocates for our Tribal members during this time. We are in daily communication with our Congressional representatives to tell them you are still in need.

Phase One

COVID-19 INCOME LOSS SUPPORT (formerly the Phase 1 Individual Program)

Program Summary

This relief will be available to Citizen Potawatomi Nation tribal members who have experienced loss of
income or other financial hardship resulting from income loss due to COVID-19. They will be eligible for
up to $1,200.

Qualification Requirement

To qualify, tribal members will be required to attest that they have been negatively impacted by the
COVID-19 Public Health Emergency and could be required, upon request, to provide proof that they have
been furloughed without pay or unemployed from March 1, 2020 to Dec. 30, 2020.

Benefit: Up to $1,200 per eligible tribal member

COVID-19 BUSINESS INTERRUPTION GRANT FOR TRIBAL MEMBER-OWNED BUSINESSES

Program Summary
This relief will be available to Citizen Potawatomi Nation tribal member-owned businesses to assist with the costs of business interruption caused by mandatory closures, limited reopening, or decreased customer demand. Businesses will be eligible for up to $5,000. Eligible expenses include rent, mortgage payments, utilities, salaries, retirement plan contributions, group health insurance, costs of debt service which pre-existed March 1, 2020. The loss of income must have been incurred from March 1, 2020 to Dec. 30, 2020.

Qualification Requirement
To qualify for the $5,000 benefit, tribal members will be required to provide proof that their business has been negatively impacted by the COVID-19 Public Health Emergency.

Benefit: Up to $5,000 per eligible tribal member-owned business.

Phase Two

COVID-19 STUDENT ASSISTANCE PROGRAM

Program Summary
The COVID-19 Student Assistance Fund is offered to equip all school age Citizen Potawatomi Nation children with school clothes, masks and other necessary school supplies needed to respond to the COVID-19 Public Health Emergency. To receive this assistance, Citizen Potawatomi Nation tribal members will be required to attest that they and their children have been negatively impacted by the COVID-19 Public Health Emergency from March 1, 2020 to Dec. 30, 2020.

Qualification Requirement
Eligible Age: 3 to 19; must currently be an enrolled, non-post-secondary student to qualify.

Benefit: $600 per eligible tribal member dependent

COVID-19 TECHNOLOGY PROGRAM

Program Summary
The COVID-19 Technology Program is offered to equip all school-age Citizen Potawatomi Nation children with technology tools, such as laptops and internet access, that will better enable distance learning necessitated by COVID-19. To receive this assistance, Citizen Potawatomi Nation tribal members will be required to attest that their child’s or children’s learning opportunities have been negatively impacted by the COVID-19 Public Health Emergency from March 1, 2020 to Dec. 30, 2020.

Qualification Requirement
Eligible Age: 3 to 19; must currently be an enrolled, non-post-secondary student to qualify.

Benefit: $800 per eligible tribal member

POST-SECONDARY ASSESSMENT GRANT

Program Summary
The COVID-19 Post-Secondary Assessment Grant will provide eligible Citizen Potawatomi Nation tribal members with the opportunity to receive up to $200 in a one-time reimbursement online prep and/or test fees for the ACT, SAT, GRE, GMAT, LSAT, MCAT, DAT, PCAT, or OAT. Citizen Potawatomi Nation tribal members will be required to attest that they have been negatively impacted by the COVID-19 Public Health Emergency to receive this assistance.

Qualification Requirement
Must be enrolled in an online prep program or be scheduled to take assessment for the indicated exams from March 1, 2020 – December 30, 2020. ONLY the parent/guardian needs to apply. If you are 18, you may apply for yourself.

Benefit: One-time reimbursement up to $200

COVID-19 POST-SECONDARY TECHNOLOGY AND STUDENT SUPPORT PROGRAM

Program Summary
The COVID-19 Post-Secondary Student Support Fund will provide eligible Citizen Potawatomi Nation tribal members with support grant that may be utilized for costs related to housing insecurity and overcrowding, online fees, extra travel costs, lost wages, professional consulting, tutoring and technology expenses due to the COVID-19 Public Health Emergency. Citizen Potawatomi Nation tribal members will be required to attest that they have been negatively impacted by the COVID-19 Public Health Emergency to receive this assistance.

Qualification Requirement
Citizen Potawatomi Nation students who are enrolled at any accredited college or vocational program from March 1, 2020 to December 30, 2020 (spring 2020, summer 2020, and fall 2020) are eligible to apply for this program. High school concurrent, incarcerated, and non-U.S. enrollees are not eligible for this program.

Benefit: $2,300 per eligible tribal member

COVID-19 DISABILITY FOOD SECURITY

Program Summary
The COVID-19 Disability Food Security Program will provide eligible Citizen Potawatomi Nation tribal members with the opportunity to receive a $200 monthly grocery allowance. COVID-19 ELDER HOUSING ASSISTANCE RELIEF PROGRAM

The COVID-19 Elder Housing Relief Program will provide eligible Citizen Potawatomi Nation tribal members, not living in Citizen Potawatomi Nation Tribal Housing, with monthly housing assistance payments of $1,000 for three months.

All applicants must document that their need is due to COVID-19 and that the need has not been addressed by other forms of assistance. For elders seeking rental assistance, applicants must provide documentation of their existing lease and contact information for their landlord. For elders seeking mortgage assistance, applicants must provide documentation of their mortgage, proof that they are presently behind, and contact information for their mortgage lender.

Allowances will be issued for the month following the application plus two additional months. For example, an application filed in September would result in assistance payments for October, November and December. This program is limited to one elder payment per household, per month in which one or more tribal members eligible for this assistance reside. Payments will be made directly to the landlord or mortgage lender.

Eligible Age: 60+

Benefit: $1,000 per eligible tribal member household per month for three months

Phase Three

COVID-19 RELATED EXPENSES PROGRAM

Program Summary
This relief will be available to Citizen Potawatomi Nation tribal members who are over 18 years old and who have had expenses related to the COVID-19 emergency. Expenses must have been incurred from March 1, 2020 to December 30, 2020. Expenses may not include any expense attributable to debt on an asset such as a home or vehicle loan, or to any other type of loan repayment, and may not include any expense barred by federal law, the Nation’s law, or these regulations. Expenses may not include expenses addressed or reimbursed by other forms of Federal, State, or local assistance or by assistance from the Nation, whether from this Relief Fund or from other sources.

Qualification Requirement
Applicant must be age 18 years or older and an enrolled Citizen Potawatomi Nation Tribal member at the time of the application. Application shall include all documents and supporting materials necessary to substantiate the validity of the application or a detailed and verified narrative statement.

Benefit: Up to $1,000 per eligible tribal member.

FORECLOSURE AND EVICTION PREVENTION PROGRAM

Program Summary
The COVID-19 Foreclosure and Eviction Prevention Program will provide eligible Citizen Potawatomi Nation tribal members, not living in Citizen Potawatomi Nation Tribal Housing, with up to $6,000 to help prevent eviction or foreclosure. This program is limited to one assistance payment per household in which one or more tribal members eligible for this assistance reside. Payments will be made directly to the landlord or mortgage lender.

Qualification Requirement
All applicants must document that their need is due to COVID-19 and that the need has not been addressed by other forms of assistance. For tribal members seeking rental assistance, applicants must provide and attest to information regarding their existing lease, the amount which they are presently behind on rent, and contact information for their landlord. For tribal members seeking mortgage assistance, applicants must provide documentation of their mortgage, proof of the amount that they are presently behind, and contact information for their mortgage lender.

Benefit: Up to $6,000 to help prevent eviction or foreclosure.
