Sealed bids will be received by the Planning and Economic Development office of the Citizen Potawatomi Nation, located at 1601 S. Gordon Cooper Blvd., Shawnee, OK 74801, until 5 PM Central Local Time, on the 5th day of February 2024 for the construction of the:

Transloading Facility

NATIVE AMERICAN PREFERENCE

The selection process will be responsive to Native American Preference, if applicable.  Native American ownership of a firm is defined to mean that at least 51% of the ownership of the company or corporation is owned by Native Americans

CONSTRUCTION OF: 

Installation of rail lines; concrete road driveways, including concrete work area at the Iron Horse Transload Facility site and the scale concrete entrance and exit; The construction also includes site work, including grading, drainage, etc.

Bids will be publicly opened and read out loud by the Planning and Economic Development office of Citizen Potawatomi Nation in the legislative conference room located at 1601 S. Gordon Cooper Blvd., Shawnee, OK 74801, beginning at 1:30 PM central time on February 6, 2024. A pre-bid conference will be held on the 26th of January 2024 at 2:00 PM. Potential bidders will meet at the Iron Horse Industrial Park at 43350 Hardesty Rd., Shawnee, OK 74801 to view the site location.

Bids received after the bid deadline, will not be considered, and will be returned unopened. 

General Contractors may request the Plans and Specifications from Citizen Potawatomi Nation by emailing Economic Development at EconomicDevelopment@potawatomi.org. Plans & Specifications shall not be scanned and re-circulated by contractor thru other plan rooms, and/or posted to websites.

A cashier’s check, certified check, or a surety bond in the amount of five percent (5%) of the TOTAL BID shall accompany the sealed bid of each bidder. Each bid submitted is a legal offer and when accepted by the CITIZEN POTAWATOMI NATION constitutes a FIRM AND BINDING CONTRACT. THE CITIZEN POTAWATOMI NATION reserves the right to REJECT ANY or ALL BIDS, and the right to cancel all or any portion of this project within thirty (30) days from the date of opening the bids, for any reason and at its sole discretion.

The contract will be awarded to the lowest responsive and qualified bidder whose bid does not exceed the amount of funds estimated by the owner to be available for construction of the project. Contracts for work under this proposal will obligate the contractors and sub-contractors not to discriminate in employment practices. Also, contracts are subject to the provisions of the U.S Department of Commerce Economic Development Administration and therefore subject to the Davis-Bacon wage determinations.
